Breaking down barriers to participation will improve the diversity of participation and opinions in the work of the Scottish Parliament.

This finding is somewhat of a no brainer since it is obvious that the breaking of any barrier may improve a situation. However that is not to say that some barriers may positive, ie affirmative action. In this case I think we are wanting to achieve a situation when all persons can feel and freely access in the participation process without hinderance.
