People often struggle to engage in the work of the Scottish Parliament as don't feel representatives reflect them, or their communities' needs and concerns.

Although I agree with the sentiment of this finding, I feel that the finding is very general in its scope and a bit ambiguous in respect of the degree of non representation. Is the finding statistically significant to merit as a finding of value? How many people are actually satisfied with their dealings with their representatives as to those dissatisfied?
I see this statement with reference to the general public's perception of the Scottish Parliament. They perhaps feel as though the Parliament's agendas do not visibly improve their standard of living. Hence, their lack of participation.
