Ensure that community engagement by MSPs doesn’t exclude people that are outwith community groups, including by using evenings, weekends and online services.
This is a key recommendation for me, especially in terms of trying to understand how decisions made by the Parliament could impact different communities (of place and of interest/identity). How can our committees speak to people who are not represented by organisations, who are not campaigners and are not political, but do care as service users and tax payers?
This is really important but I worry a bit about how easy it is to dismiss the results of online engagement - I don't think members pay as much attention to consultation results as they do to witnesses. If a ParlyBus can go out to communities maybe it can include a video box that broadcasting can draw on to help members hear what people are saying.
