What should count as a biscuit? 🍪✓

The Bill would introduce a legal definition of a biscuit for Scotland. This would provide clarity for manufacturers, retailers and consumers. The definition would distinguish biscuits from cakes and other baked goods using criteria set out in regulations. "A baked food product made primarily from flour, fat and a raising agent, which is intended to be eaten by hand, has a low moisture content, and remains firm at room temperature. A product shall not be considered a biscuit if it contains a filling requiring refrigeration or if its texture is predominantly soft and cake-like when cooled."
