Make landlords responsible for insulating properties fully

What change do you want to make now to address the climate change crisis? Do more than just "encourage" private landlords to update windows, roofing, etc to make them more efficient - put actual pressure on them, eg through fines. Tenants and the planet pay the cost of lost heating, while landlords refuse to act unless it's free through grants. There should be legislative measures to enforce efficiency in private rental properties. What do you need to make this change? A government who cares about people and planet, more than landlords' profits.

Points

lots of old houses are not suitable for, and would be ruined by certain types of insulation being promoted at the present time. Edwardian/Victorian houses need to breathe. I would not like landlords being forced to spoil their buildings.
