Relaxed emission controls for vehicles in rural areas

What change do you want to make now to address the climate change crisis? It is important to control the exhaust emissions of vehicles operating in cities. These controls are probably unnecessary in a rural area and should not be imposed without good reason. What do you need to make this change? A rejection of the dogma that demands "one size fits all"

This is impractical. How to implement? And why not let rural communities enjoy the benefits of improved technology?

Probably has the opposite effect of increasing emissions, although sympathetic that rural areas have different needs than cities

CO2 emissions are place neutral - we need to reduce them wherever they arise.

Because it will create 2 classes of vehicles. We need the simple concept that all vehicles will be low emission. To maintain a separate class for rural use would be risk these being used in inaapropriate locations.
