Give public sector bodies earmarked young employee funds

Give public sector bodies funds explicitly earmarked for employing and retaining young people (30 and under). I work in a public sector body and we are seeing fixed term contacts which would usually be extended being ended, causing (mostly) young people to be losing their job and let out into an environmental job market that barely exists anymore. When talking to management/HR they say there is nothing they can do due paybill restrictions and government guidelines.
