Not to use a blanket approach to the tier system

The Scottish Government shouldn't use a blanket approach to the tier system. The restrictions should reflect virus numbers.

Points

Some members of the panel are unsure about how different approaches would work within one local authority.

With extensive localised information from each local authority area , this should enable localised lockdowns to be lifted or continued/raised.

Travel between any local authorities would have to be restricted to essential journeys only. As each area was lifted out of lockdown it would have to be"bubbled" until surrounding local authority area were lifted out to the same restriction level.
