A possible alternative quarantine confinement arrangement could be to use caravans/caravan parks instead of hotel rooms . Most of these parks are fenced in rural areas, though security issues would be more problematic, the advantages could outweigh any security issues. Mental health of those quarantined would be better, a caravan is less like a cell. Families quarantined could be "bubbled "in family sized caravans instead of possibly separate hotel rooms. It may be possible to walk outside around a small area enjoying some fresh air and possibly some nice senery depending on lacation of the caravan.
I'm not sure whether this would be viable i.e. number of available caravans etc and where situated. to supervise effectively. Currently hotels are not in use, therefore rooms are available and in proximity to entry points (airports etc) that could be more readily controlled.
