I think we should learn from other countries where appropriate, but our strategy should be particular to our circumstances. Other countries will have different geographies, population demographics, healthcare systems etc. that all make a difference, so comparisons must be drawn carefully.
A lot of opportunities have been missed but looking forward, we do need to consider adapting good practices if possible. Difficulties in doing this can be down to different approaches within the 4 nations. Need to present underlying evidence for following a measure i. e. Not politically motivated and against scientific outcomes.
