Levers related to travel Legal situation could bring fines. Do we want this as a society?
If it is a legal requirement that people need to quarantine then this should/will be backed by legal enforcement such as fines - it's a no-brainer.
Fines are only appropriate once funding is in place to support those who are self-employed, on zero hours contracts and who have no choice but to work to stay solvent. These are also the people in the jobs that possibly put them most at risk at coming in contact with Covid-19.
