Clarify groups that are exempt from Vaccine Passport

Clarify groups that are exempt from Vaccine Passport

Levers related to travel Would you have exemptions if you can't have the vaccine for whatever reason (pregnant, allergic reactions etc). - still have to test 72 hours before travel

This seems a fair & logical way to proceed that will allow Vaccine Passports without prejudicing against those who for good reason cannot be vaccinated.

Even in "normal" life, pregnant women not accepted for airline travel, difficulties for people needing additional oxygen etc. Not sure there should be exemptions as some countries require vaccine proof anyway e.g. yellow fever for Senegal visits.
