Levers for tackling public health communications exacerbated by the pandemic. People trust the NHS. If there has been communications on a more basic level to give people a basic understanding of how things work, they would trust the message coming from NHS. Communications should be about long term strategy not just daily updates about deaths and amount of positive tests. Scientific communication - how does the virus work? scientific literacy - requires long term thinking alongside short term needs.
I agree that communications should be about long term strategy rather than covering the latest stats but given that this is an unprecedented situation I consider the communications from the Scots Govt to have been relatively strong. Aside from this I'm unsure what this Recommendation is trying to achieve.
Information which engages all of the population and is straightforward is most important. Something instantly recognisable ( eg taking the knee) might work
