Make parents legally responsible for damage done by kids

At the moment there are very few meaningful repercussions or deterrents for anti-social behaviour among under 16s due to the fact that parents cannot be held legally responsible for damage done by children of a certain age. Beyond that, these families are generally also aware that their slates will be "wiped clean" at 16. In my experience, this seems to have resulted in a national culture of tolerance and apathy towards attacks, vandalism, harassment, etc. done by children (particularly compared to many other countries). At the moment there is nothing meaningfully protecting society from these children aside from generally ineffective assigned reporters. Rather than brushing off these issues as "kids will be kids", it's time to protect the rest of society from children who are old enough to cause damage and impact the quality of life for others.
