Currently you can only access mobility equipment like mobility scooters and powerchairs if you are in receipt of the higher rate of the mobility component of certain disability allowances i.e. DLA and PiP. You should be able to use other allowances making equipment accessible to older people and people in receipt of the standard rate of the mobility component who both still have mobility issues but sometimes no other way to fund equipment.
