Increase free public toilet provision

Access to decent toilet facilities while out and about is a necessity, Sadly, the Guardian reports that the number of UK public facilities has dropped by 39% in the last two decades. This leaves the public reliant on business facilities, whether by payment or goodwill, and no option when these are unavailable. This is a problem that affects the population as a whole, but touches specifically on women, who tend to have smaller bladders, people with bowel or bladder conditions, pregnant women, and families with small children, restricting the ability for all of those groups to engage in public activities. ScotGov should set a target for local councils of a ratio for public toilets to population. Toilets should be placed in well-lit surroundings, be split by sex and be accessible for wheelchair users.
