Safe and free social spaces

More focus needs to be put on creating free, safe social places- such as libraries, sheltered gazebos- mostly for children and teens but it would be good regardless of age. Places to sit, be somewhere warm and dry without imposing on a business or needing to spend money would greatly benefit children in schools who have to wait for parents to finish work and even more for kids who want to avoid going home to abusive families. It'd also be a space for disabled people and the elderly to sit and rest, especially in areas where seating isn't as common
