Allow disabled people on night buses

In many council areas including Edinburgh, disabled bus passes are not valid on local night services. This can lead to disabled/elderly people being stranded after dark if they do not have emergency cash on them. It also reflects a prejudiced attitude that disabled adults shouldn't be trying to participate in nightlife, and it can discourage disabled bus pass holders from attending social events that may run late.
