investigate the feasibility of opening old railway lines

There are many abandoned railway lines in Scotland which, if reinstated, could take traffic off the roads, (especially good vehicles). Lines for consideration could include the Dunblane to Crienlarich line or the Aviemore to Keith line in the Highlands, but there are many more. This is not asking for the lines to re-opened, but to construct a register of all closed lines in Scotland and to establish the obstacles to restoring them and the baseline costs for doing so, in order that closed lines can be prioritised for reinstatement.
