Prevention and recovery from industrial dereliction

We require laws or action taken with that prevent land and building owners sitting on property that just decays leaving unsightly dereliction in out cities towns and countryside. For example the numbers of beautiful properties in Glasgow with trees growing from them is and indication of the scale of this problem of owners just sitting on building till the fall down or get in a state such as they are allowed to use the land for other quick buck projects. A quick start would be a law outlawing leaving a building derelict with trees growing out enforced by criminal penalties on owners and/or directors of companies or councillors/ministers for public property. Further laws to prevent developers sitting on huge amount of unused and increasingly derelict land inflating prices when there is great need for improved housing. A land tax would seem a fair tax based on amount and type of use.
