The council tax is fundamentally flawed. Additionally, the linkage between the councils and their communities is broken as the councils receive most of their financing from the Scottish Government. As a result, the councils don't have to pay attention to what the communities want. The elected government has been promising fundamental reform of council tax since 2007, but has only tinkered around the edges. Reform of the tax raising abilities has to be implements alongside reformation of the local authorities.
