Legislate against delivery surcharges and black holes

Especially with Covid related restrictions and precautions around travel, in-store shopping but also the general shift to shopping online, fair access to postal delivery is more vital than ever. Yet many suppliers either add hefty surcharges for delivering to certain post-codes or refuse to deliver to certain post-codes at all. While residents in remote regions are understanding of things like next day deliveries not being feasible in many cases, the surcharges and black holes are unacceptable and the Parliament should introduce legislation that requires a company selling good in/to Scotland to have a single delivery charge for ALL Scottish post-codes and require them to deliver (within a reasonable time frame) to ALL Scottish post-codes.
