It's time to fix Scotland's problem with rubbish. Fly tipping, littering, doggie bag hanging and similar rubbish related antisocial behaviour should not only be more heavily penalised (existing fines are a joke), it also needs to be rigorously policed and enforced to bring about a change in Scotland's litter culture. Putting up signs and appealing to people's better nature is clearly not cutting it. It may only be a minority of people, but they're turning Scotland into a dump, from loch to ben and from motorway to back lane.
