Instead of vouchers to pay a third party to care for a child, allowing parents to work, why not allow (typically) mums to decide if they want to stay home and look after their own children and give then the money to stay home. This might not be everyone's choice, but if it is then it could reduce the requirement for more childcare professionals to meet the demand.
