Do you have any experience of making it a civic duty to participate in politics? There are examples of politicians and communities working together on an equal footing (Community work in Rwanda) but there is also the question of whether people should be "forced" to participate or not. Rather than making it a "civic duty", Parliament's should focus on listening to needs of people and providing information so people are empowered. Parliament should provide opportunities and incentives that make people WANT to participate rather than forcing people to participate.
