Framing a panel invite question for informed participation

Reading on an Australian MP who harnessed local engagement to dictate how he could use his free vote in parliament to reflect the views of his constituents. In the present panel sitting, before being invited we were only surveyed to gauge, yes/no interest levels in joining. However, there is already a participation committee within the Scottish Parliament and a team of 9 that could frame a question to support any of the other sixteen committees based on a need to reflect informed public views.
