Encourage newly qualified GP's to working in rural areas by offering to pay some of their student debt if they stay between 3-5 years for example. I am sure this is done is other countries that have this problem. It would probably be a lot cheaper than employing locum GP's and provide much more continuity for rural GP practices.
The Golden Hello scheme was introduced to help with this - a £5000 - £10000 taxable bonus for signing up to your first permanent GP post and staying for at least 2 years. I was one of the first recipients of it in 2001 but it is still the same amount today, with no uplift over all these years. Go figure
