For example, an analysis of the burden of disease would show proximity effects between the rate of presentation and the distance to an acute hospital. This would be OK if the effect was mediated by alternative primary care provision being available but rurality affects primary care capacity so this is unlikely. The committee may wish to investigate this effect.
