Why are patients asked if they still need appointments

Why does the new waiting list initiative ask patients if they still REQUIRE an appt? Have they risk assessed this? What if patient- thinks it’s a scam, or doesn’t know why they were referred, wants to back out because they don’t like the test ( eg colonoscopy), don’t understand the question, have changed their mobile, have disability that affects their ability to understand or reply etc? The patient has been referred by a doctor and a clinician should be contacting patients to triage if they have a waiting list issue, not asking patients their opinion on the appointment. I am really concerned this may lead to poor outcomes with the nhs absolving responsibility. Thanks!
