what is the scottish government doing to improve social care

My father has Alzheimer’s and vascular dementia and my mother has a stress induced heart condition. This has happened as she can’t look after my father 24 hours a day. Looking after him is going to kill her. She has been told by the social work department that there are no residential care beds due to a lack of funding. Are the Scottish government proud of this and the stress they are putting on families dealing with terminal illnesses?
