Why no Covid mitigations, even in health & social care?

There is large and growing scientific evidence of the long-term health consequences of Covid infections, incl. Long Covid, increased risk of heart attacks and strokes, dementia and other organ damage. The WHO states that 1:10 infections leads to long-term illness. When will the Scottish Govt review its position that no mitigations against Covid are required, not even masks & routine tests in health and social care? The NHS (rightly) doesn't treat TB the same as the common cold - so why Covid?
